Program Overview

The SINP Entrepreneur Category enables experienced business owners and senior managers to immigrate by investing in and actively managing a Saskatchewan business. Candidates typically receive a work permit to operate the business first. After meeting performance terms, they may be nominated for permanent residence.

The program has three phases:

  1. Expression of Interest (EOI) submission
  2. Invitation to Apply (ITA) and Business Establishment Plan (BEP) approval
  3. Operation period and nomination for permanent residence

Eligibility Requirements

  • Minimum net worth of CAD 500,000 verified by an approved third-party accounting firm
  • Eligible business investment of at least CAD 300,000 in Regina/Saskatoon, or CAD 200,000 in other communities
  • At least 3 years of relevant business management or ownership experience in the past 10 years
  • Own at least 33% of the business (unless investing > CAD 1,000,000)
  • Create or maintain at least two full-time jobs for Canadians/PRs
  • Submit a detailed Business Establishment Plan (BEP) demonstrating viability and provincial benefit

What Provincial Officers Look For

  1. Investment credibility — legitimate source and appropriate use of funds
  2. Job creation — minimum two full-time equivalent roles for local residents
  3. Economic contribution — alignment with priorities (agriculture, tech, manufacturing, regional growth)
  4. Business viability — market research, operations plan, defensible financials
  5. Active management — applicant will reside in Saskatchewan and run day-to-day operations
  6. Community benefit — supply chain links, regional employment, or innovation
  7. Adaptability — experience and education matched to the concept

The BEP must be specific, measurable, and achievable within 24 months of arrival, as it forms the basis of your Performance Agreement.

Why a Strong Business Plan (BEP) Is Essential

Your BEP underpins both selection and performance monitoring. A strong plan includes:

  • Clear concept & structure (ownership, location, products/services)
  • Market analysis using Saskatchewan data and trends
  • Staffing & hiring plan proving local job creation
  • Timeline of key milestones (registration, licensing, launch, hiring, growth)
  • 3–5 year financial projections (P&L, cash flow, capex) with assumptions
  • Risk, exit, and contingency strategies

A compelling BEP improves your EOI score and officer confidence at assessment and interview.
