What Provincial Officers Look For
- Investment credibility — legitimate source and appropriate use of funds
- Job creation — minimum two full-time equivalent roles for local residents
- Economic contribution — alignment with priorities (agriculture, tech, manufacturing, regional growth)
- Business viability — market research, operations plan, defensible financials
- Active management — applicant will reside in Saskatchewan and run day-to-day operations
- Community benefit — supply chain links, regional employment, or innovation
- Adaptability — experience and education matched to the concept
The BEP must be specific, measurable, and achievable within 24 months of arrival, as it forms the basis of your Performance Agreement.
Why a Strong Business Plan (BEP) Is Essential
Your BEP underpins both selection and performance monitoring. A strong plan includes:
- Clear concept & structure (ownership, location, products/services)
- Market analysis using Saskatchewan data and trends
- Staffing & hiring plan proving local job creation
- Timeline of key milestones (registration, licensing, launch, hiring, growth)
- 3–5 year financial projections (P&L, cash flow, capex) with assumptions
- Risk, exit, and contingency strategies
A compelling BEP improves your EOI score and officer confidence at assessment and interview.
